
SCIP Notification – Legally Compliant Handling and Transfer of SVHC Data
Companies are required to submit information on Substances of Very High Concern (SVHCs) in articles to the SCIP database managed by ECHA. This obligation results from the revision of the European Waste Framework Directive (2008/98/EC) and has been implemented in Germany through Section 16f of the Chemicals Act (ChemG).
Purpose of SCIP Notification
The SCIP database (Substances of Concern In articles, as such or in complex objects – Products) is intended to provide information on SVHCs in articles for the benefit of:
- Waste treatment operators, to ensure safer recycling and disposal procedures
- Authorities, for market surveillance
- Consumers, to raise awareness about hazardous substances in products
The database is publicly accessible and maintained by ECHA.
Who is required to notify?
The obligation applies to:
- EU-based manufacturers
- Importers of articles into the EU
- EU distributors marketing under their own name
- Any supply chain actor placing an article containing SVHC on the market for the first time
Companies that sell exclusively to end users are exempt. Notifications may also be submitted by an appointed third party.
When must a notification be made?
A notification is required if an article contains a substance from the current ECHA Candidate List in a concentration above 0.1 % by weight. This applies to each individual article, even if it is part of a complex object. If substances are newly included in the ECHA SVHC candidate list, the notification must be made the first time they are placed on the market after listing.
Typical challenges
The biggest hurdles often arise at the very beginning of the process during data collection and preparation. In particular, complex products or products from unclear supply chains lead to high costs if the suppliers often only provide incomplete or unstructured information. In the next step, the product data must then be correctly transferred to the SCIP reporting system using IUCLID software together with other accompanying information.
