Companies are required to submit information on Substances of Very High Concern (SVHCs) in articles to the SCIP database managed by ECHA. This obligation results from the revision of the European Waste Framework Directive (2008/98/EC) and has been implemented in Germany through Section 16f of the Chemicals Act (ChemG).

A notification is required if an article contains a substance from the current ECHA Candidate List in a concentration above 0.1 % by weight. This applies to each individual article, even if it is part of a complex object. If substances are newly included in the ECHA SVHC candidate list, the notification must be made the first time they are placed on the market after listing.
The biggest hurdles often arise at the very beginning of the process during data collection and preparation. In particular, complex products or products from unclear supply chains lead to high costs if the suppliers often only provide incomplete or unstructured information. In the next step, the product data must then be correctly transferred to the SCIP reporting system using IUCLID software together with other accompanying information.
