This definition includes, for example, sales packaging (primary packaging), outer packaging (secondary packaging) and transport packaging (tertiary packaging).

Due to extended producer responsibility, packaging in EU member states is subject to different national requirements. These include registration, labeling, return and recycling of packaging. In Germany, manufacturers must register with the "Stiftung Zentrale Stelle Verpackungsregister" (ZSVR) and report the quantity of packaging placed on the market. Additionally, there is an obligation to participate in a dual system to ensure the return and recycling of packaging.
